The all new Care Certificate for all social care and healthcare staff in the UK
After the Francis Inquiry, Camilla Cavendish was asked by the Secretary of State to review and advise on recruitment, training and management of healthcare assistants and care workers across the UK.
The resulting report, published in mid 2013, found that the preparation of care assistants and support workers for their roles within care settings was inconsistent and not effective, one of the recommendations was the development and implementation of the Care Certificate.

What is The Care Certificate?
The Care Certificate is the entry level qualification for all health & social care staff groups. It is a necessary element of training and education that will give individuals the level of understanding required to begin their career within the care sector. The Care Certificate was designed for both new and existing staff. For those who are new to care it offers them their first step on their chosen career path as well as giving them an insight into care. It is beneficial for existing staff as it gives them the chance to refresh, improve and even update their knowledge.
The Care Certificate sets out explicitly the learning outcomes, competences and standards of care that will be expected in all sectors, ensuring that the staff are caring, compassionate and provide quality care. The Care Certificate standards are listed on the left.
The official launch is March 2015, however, employers have to start using the Care Certificate from 1st April 2015.
All the materials to support employers in preparing for the Certificate, including the revised standards and guidance information can be found here
The Care Certificate has now replaced both the Common Induction Standards and the National Minimum Training Standards.
